CURRENT CIRCUMSTANCE OF EQUIVALENCE OF IELTS TEST TO MONGOLIAN NATIONAL ENTRANCE EXAM : LANGUAGE ASSESSMENT AND EVALUATION

Students graduating from the 12th grade of secondary school are defined as having reached the low B1+ or intermediate level according to the English language program of full secondary education. For admission to universities, IELTS 7 points or C1 advanced level /from 2021/, 7.5 points or C1 advanced level /from 2024/ are equivalent to 800 points (maximum score) in Mongolian National Entrance Exam /MNEE/. There is a huge difference in language level between the curriculum and the IELTS equivalent assessment. So, the question arises whether it is appropriate to equate this IELTS test score to the MNEE. So, with the aim of determining the problems, changes, and updates in equating the IELTS test scores to the MNEE, this research was done using the methods of literature research, data collection, processing, analysis, summarization, and comparison. The two tests are different in terms of acceptance, purpose, content, structure, and task processing, so it is not suitable to compare them in terms of language level. But in reality, when the regulation for equating 800 points with 7 points was implemented between 2022 and 2023. A total of 962 students passed the English of MNEE, of which 812 passed by the IELTS exam /which is 1 time more than the previous year/, of which 453 students equated to 800 points. It can be seen from this that there is a sharp increase in students' intention to pass their MNEE through international exams. Many changes and reforms are occurring in universities, secondary schools, and teachers.
