FOREIGN LANGUAGE CENTRES IN INDONESIA HIGHER EDUCATION INSTITUTIONS: THE FORMS AND FUNCTIONS : LANGUAGE PLANNING AND LANGUAGE POLICY
This research investigates the language centers within the context of Indonesia's Higher Education Institutions, aiming to unravel their forms, functions, and the multifaceted challenges they confront. Drawing from responses of 109 participants representing 14 diverse universities, this study unveils the prevailing legal basis for language center establishment. The management landscape emphasizes the pivotal role of the Head of Language Centers, with responsibilities ranging from administrative coordination to educational leadership. The findings also revealed that there are a rich array of language services conducted, with Indonesian and English as central languages. Educational functions emerge prominently, encompassing language-related training and certification. Language centers plays a vital role as a data storage for language-related researches in higher education setting. The language centers also prove to be crucial hubs supporting community service initiatives, extending their impact beyond the academic confines. However, the study identifies challenges faced by language centers, including infrastructure and funding constraints, program monotony, and human resource issues. Recommendations for future research encompass broadening the scope of institutions, employing diverse research methods, and exploring the impact of technological advancements. This research contributes to the scholarly discourse on language centers, serving as a foundational exploration with implications for policy-making and further academic inquiry.

He earned his Doctor degree from Malang State University, Malang, East Java, Indonesia. His research interests include the areas of Language Proficiency and Curriculum Development.
Sayit Abdul Karim is a faculty member of the English Education Department of Universitas Teknologi Yogyakarta, Indonesia. He received his master’s from Universitas Negeri Semarang, and Ph.D. from Universitas Negeri Malang. He was a visiting scholar at the Auckland University of Technology (AUT), New Zealand. His research interests mainly focus on TEFL, Teacher Professional Development, Sociolinguistics, and English for Specific Purposes.
I Dewa Gede Rat Dwiyana Putra is a faculty member of the English Language Education Department of Universitas Hindu Negeri I Gusti Bagus Sugriwa Denpasar, Bali, Indonesia. He earned his Doctoral Degree in English Language Education from Universitas Negeri Malang, Indonesia. His research interest includes teacher education, ICT, and writing.
